
Quality of Life Unit
The Quality of Life Unit works closely with DeKalb County’s regulatory agencies dedicated to assessing and resolving residential and commercial quality of life problems.
The division is responsible for the prosecution of all cases involving code violations, blight, nuisance and other issues that may plague a community or business in unincorporated DeKalb County.
Formal municipalities within the county limits are responsible for their own quality of life and code enforcement.
It is a multi-pronged effort involving police, prosecutors and the community working together so that the more than 700,000 citizens living in DeKalb can enjoy the quality of life they deserve.
Code Enforcement Process
The Quality of Life Unit works in partnership with the County Code Enforcement unit to enforce county ordinances. Once Code Enforcement issues a formal citation then a property owner has a set time limit to respond to the citation and correct the violation. If the owner corrects the violation then no further action is taken and the case is closed. Alternatively if the owner does not correct the issue in the allotted time then further steps can be taken within the court.
Property owners have the right to appeal a citation to the Magistrate Court. The process is controlled by the calendar of the court and can take time. After a hearing a case can be referred back to Code Enforcement or it can be closed.
This process is not guaranteed for all complaints and citations. The Quality of Life unit does not have the authority to pursue property seizures at any stage in the enforcement process.

Georgia department of community affairs
The DCA offers programs for community development and blight reduction, including the Community Development Block Grant (CDBG) program, which funds local efforts to improve neighborhoods.
Georgia environmental protection division
The EPD oversees regulations related to environmental issues, such as illegal dumping or pollution, which can impact quality of life. Residents can report environmental violations that contribute to nuisance issues. Learn More.
